The landowners in Zone Expropriation areas had been getting compensated by reclaiming the mortgaged
Zone Expropriation is an important approach for the state to implement construction and development of new communities under the principle of public welfare and necessity. The government can obtain the land which is required through Zone Expropriation, and the landowners can also choose to receive cash or reclaim the mortgaged land as compensation. The landowners who reclaim the land after the development can not only enjoy the better public facilities and the high-quality living environment, but also to protect their property rights. From 2013 to 2022, the proportion of landowners reclaiming the mortgaged land had reached 94.11% on average, of which 3 years such as 2013, 2018 and 2019 were below 90% and the remaining years were between 93.56%～99.46%. These figures indicated the landowners held high acceptances of reclaiming mortgaged land as a compensation. It was shown that most of the landowners prefer retaining the land in development zone and partaking the benefit of development in the future. 1. The proportion of land claims for each year is based on the average of the proportion of land claimed by each district in that year. 2.The proportion of the application on reclaiming the mortgaged land in each district = (Land price compensation of landowners' application on reclaiming the mortgaged land)/(Full region's expropriation of land price compensation)× 100%.
Improvement of the agricultural waterway facilities and enhancement of the quality of agricultural p
To meet the practical needs in the early age, irrigation improvements for the re-divided agricultural zones had been conducted since 1958. At that time, however, the farm roads were only about 2.5 to 3 meters wide without gravel grading pavements. Moreover, most irrigation waterways and drainages did not have interior surfaces or protection facilities. After about sixty years, most of them are now in disrepair and are not convenient to the movement of agricultural machinery and vehicles. Accordingly, the government started to push forward an agricultural waterway improvement project in 1988, including widening the farm roads up to 4 meters, adding pebbles pavements, and the adoption of concrete U ditches for the waterways. Within the period of the past five years, the yearly-averaged pace of completion is 16 districts and an advancement rate of about 40 kilometers per year. To satisfy the demands of modern managements and promote the local agricultural production environments, the outcome in 924 districts, involving more than ninety thousand hectares of farm areas and 3,904 kilometers of waterways, had been completed in the project by the end of 2022.

The footprints of joint reclamation by our ancestors - New Taipei City has the most "Shares" settlem
During the Ming and Qing dynasties, people had crossed the strait to Taiwan to earn a living from Fujian and Guangdong province of China. In order to cultivate wasteland, there were clansmen groups who rallied people and reclaimed land to form settlements frequently. The area they reclaimed were named after "Shares(股)", "Parts(份)", and "Group(結)". For example, "Share" means the leader of cultivation joint stocks apply for a license of reclamation from the government to recruit men by means of co-financing. The place where they reclaimed was often named after the quantity of shares. There are 116 settlements named after "Shares" in Taiwan, of which New Taipei City (22) has the most, and "four shares" to "ten shares" account for 78% of the country, especially "eight shares" (18).
