Starting from march 2020, applicants who adopt online statement measure for land registration are exempted from the presence in person at the land registration office. Take only 3 steps: first, the registering parties (obligors) use their Citizen Digital Certificate and enter data into the specific website (Digital Counter, Chinese version only). Second, the land administration agents or lawyers identify the client's identity and verify the statement. Third, write the serial number of the statement on the application form or submit the online statement form along with other documents when the agent applying for land registration. Therefore the registering parties (obligors) will not need to appear in person at the land registration office or apply for the seal certificate in advance.
