In order to crack down on illegal sales and speculation of real estate, the Ministry of the Interior implemented a bonus system for reporting real estate violations in July last year. Lin Youchang explained that the types of real estate violation cases that can be awarded bonuses according to the reporting bonus system include four categories: late or false declaration of real-price registration, violation of red orders prohibiting resale, restrictions on contract exchange and prohibition of speculation; the whistleblower reported to the county When the city government files a report, it must be named and cooperate in providing specific information such as the person, event, time, place, and object of the violation case to facilitate subsequent investigation; if the violation is verified to be true, the county and city government will also collect the actual fine. A reporting bonus of 30%, with a maximum limit of 10 million yuan, will be issued.

Lin Youchang said that within half a year of the implementation of the new system, the county and city governments received a total of 95 cases reported by the public. In addition to 35 cases that were not accepted because the name of the reporter was not stated or evidence was not provided, a total of 60 cases were opened for investigation; currently, 60 cases were filed for investigation. It was verified that 22 cases were not in violation; 21 cases were indeed in violation. Except for 3 cases that were not fined according to regulations, the remaining 18 cases have been fined, with a total fine of NT$4.62 million; and 17 cases are still under investigation and handling. middle.

In addition, among the 18 cases that have been fined, 5 are in compliance with the types of violation cases for which reporting bonuses are issued, including 4 late or false declarations of real price registration, and 1 violation of the prohibition of speculation, with a total fine of 3.13 million . , after the county and city governments collect fines, they are expected to issue a reporting bonus of NT$930,000; as for the other 13 violations, including illegal intermediary sales, false advertising, and failure to record pre-sale house sales information, a total fine of NT$149 Ten thousand .

Lin Youchang pointed out that the new reporting bonus system has been implemented well, and there has been no indiscriminate reporting or impact on normal market transactions as previously suspected by industry players. Generally speaking, since the amendment to the Equalization Land Rights Ordinance came into effect, regulations such as restrictions on the exchange and resale of pre-sold houses, a license system for private legal persons to purchase residential properties, and reporting bonuses have effectively curbed illegal speculation in real estate, and the market has turned to self-regulation.
