Regarding the Taichung City Government’s upcoming auction of free land in the 13th Daqing and 14th Meihezhuang rezoning areas, the Ministry of the Interior stated that statistics from the Taichung City Government from 2019 to the end of 2023, public bidding areas The total auction amount for the section expropriation of disposable construction land and municipal rezoning areas reached NT$50.4 billion, covering an area of ​​more than 53,000 square meters. In order to avoid the city government's land auction, which will drive developers to bid at premiums, causing the real estate market in Taichung City to skyrocket again and increasing the housing price burden on citizens; at the same time, Taichung City is one of the cities with the heaviest housing burden in the country, and citizens have strong opinions on social housing. The demand is urgent and priority should be given to increasing the reserve of land for social housing. Therefore, the Department of Land Affairs of the Ministry of Land Affairs has issued a document today requesting the Taichung City Government to suspend the bidding of the aforementioned land and give priority to using the land as reserve land for the construction of social housing in order to respond to Taichung citizens' demand for housing justice.
The Ministry of the Interior pointed out that one of the root causes of the rise in housing prices is the sharp increase in land prices, which has increased the burden on people to purchase houses. Therefore, in 2021 and 2022, it sent letters to local governments to redefine the land for sale and re-district the land for free. Before expropriating disposable construction land, try to adopt the method of bidding for rent or establishing surface rights, and if the financial plan assessment is feasible, a certain proportion should be given priority for the construction of social housing.
In the "Refined Measures to Promote Social Housing Achievements and Enhance the Supply of Social Housing Land" passed by the Executive Yuan on December 14, 2023, when the overall development zone handles section expropriation and municipal land rezoning from 2025 to 2032, municipalities should set aside 5 %. The remaining counties and cities should reserve 3% for social housing use and sell it to the central government for the purpose of building social housing.
The Ministry of Interior added that statistics from the Taichung City Government from 2019 to the end of 2023, the public auction section of the collection of disposable construction land and municipal land rezoning areas to offset the land, the total amount of the auction amounted to NT$50.4 billion, covering an area of ​​more than NT$50.4 billion. 3,000 square meters; on February 1, 2024, it was announced that 123 free land parcels in the 13th Daqing and 14th Meihezhuang rezoning areas will be auctioned. The Ministry of the Interior emphasized that in order to improve the housing market and cater for the housing needs of disadvantaged and young people, the central government has made every effort to promote social housing policies. Therefore, we once again call on all local governments to collect disposable construction land from the rezoned land and sections, and prioritize the evaluation and provision of social housing for use, so that government resources can be used more rationally and effectively.
