The landowners in Zone Expropriation areas had been getting compensated by reclaiming the mortgaged

Zone Expropriation is an important approach for the state to implement construction and development of new communities under the principle of public welfare and necessity. The government can obtain the land which is required through Zone Expropriation, and the landowners can also choose to receive cash or reclaim the mortgaged land as compensation. The landowners who reclaim the land after the development can not only enjoy the better public facilities and the high-quality living environment, but also to protect their property rights.
From 2013 to 2022, the proportion of landowners reclaiming the mortgaged land had reached 94.11% on average, of which 3 years such as 2013, 2018 and 2019 were below 90% and the remaining years were between 93.56%~99.46%. These figures indicated the landowners held high acceptances of reclaiming mortgaged land as a compensation. It was shown that most of the landowners prefer retaining the land in development zone and partaking the benefit of development in the future.
