HPI in Q3 2019 maintains stable across country and in six municipalities

The Ministry of the Interior (MOI) announced the housing price index (HPI) of Q3 2019 across Taiwan and in six municipalities on February 10. The national HPI increased to 103.57, up by 1.95% from Q2 and 2.92% YoY. The HPI of the municipalities increased from Q2 in New Taipei City by 0.45%, Taipei City by 0.94%, Taoyuan City by 0.70%, Taichung City by 0.75%, Tainan City by 2.29%, and Kaohsiung City by 1.19%. Overall, except for Tainan City and Kaohsiung City with a significant rise, the HPI of all other municipalities is stable.

According to the MOI, the HPI is produced with the “pseudo repeat sale method”. By searching for similar transactions, two-story or taller collective housing with similar transaction terms or highly similar and alternative housing in the designated area in the same season are found to calculate the changes in realty price at different time points for the reference to measure the price fluctuation in the reality market.

Observation of the HPC change across Taiwan and in the six municipalities in Q3 2019 shows that HPI volatility in all other municipalities is within 1%, except for Tainan City and Kaohsiung (quarterly volatility is 2.29% and 1.19% respectively).
