In order to promote land use, sound city integral development and enhance public construction, from 1958 to 2018, 1040 districts, totaling 16,853 hectares, had been completed under urban land consolidation programs nation-wide. As a result of these urban land consolidation programs, the local government has made 10,819 hectares for building purposes（64.2%）, and 5,703 hectares of land available for public facilities（33.8%）.

The land for public facilities includes 3,193 hectares of roads（56.0%）, 509 hectares of neighborhood parks（8.9%）, 384 hectares of primary schools and junior high schools（6.7%）, 120 hectares of green fields（2.1%） and 1,497 hectares of other.
