The delegation of foreign officials, who managed urban planning, city development and promotion, visited the Central Region Office of the Ministry of the Interior (MOI) on March 18. They aimed to learn from Taiwan's experience on zone expropriation by visiting specific areas of Taichung.

The Ministry of Foreign Affairs (MOFA) initiated the annual Knowledge Economy and City Competitiveness Seminar to share Taiwan's experience of urban planning and land acquisition with foreign officials. The Seminar combines topic study and field observation to systematically introduce the Taiwanese experience.

On March 28, 28 members of the Seminar visited MOI's Central Region Office to explore the zone expropriation for the Taichung Highspeed Railway Station. The members' discussion focused on compensation, removal, and relocation of the residents. A member from Colombia was impressed by the land swap mechanism in Taiwan's expropriation, since in Colombia all compensations are provided in the form of cash.

The 2015 Seminar were joined by officials from 25 countries, including Argentina, Brazil, Burkina Faso, Colombia, Czech, Dominican Republic, Ecuador, Salvador, Guatemala, Haiti, Indonesia, Jordan, Kyrgyz, Latvia, Mexico, Mongolia, Myanmar, Nicaragua, Nigeria, Paraguay, Poland, Saint Lucia, Swaziland, Thailand and Vietnam. During the event, MOI both shared Taiwan experience and learned from foreign cases.
